Gregg Hershberger, Secretary
Gregg Hershberger has been with the Department of Public Safety and Correctional services for thirty years. He has broad experience in multiple areas of corrections, from case management to programs and services, and custody to emergency operations. He has served in roles as varied as classification counselor to warden, is a trained hostage negotiator, and has taught defensive tactics at the Correctional Academy for more than 20 years.
He graduated from Elizabethtown College in 1976 and began working as a Correctional Officer at the Franklin County Prison in Chambersburg, PA. His DPSCS career began in 1982 as a correctional officer at the Maryland Correctional Training Center (MCTC). He became a Case Manager in the fall of 1983, then held a variety of positions before he was promoted to Case Management Supervisor in October 2001.
From there, Mr. Hershberger quickly rose through the ranks, becoming Facility Administrator at the MCTC pre-release complex in December 2005, Assistant Warden at MCTC in December 2006, and Warden at Roxbury Correctional Institution (RCI) in July 2009. As Warden, he oversaw many innovative programs with a focus on rehabilitation, creating opportunities for inmates to change. His prison’s Incarcerated Veterans of Roxbury was unique among veterans groups for its service to veteran-assisting non-profits. RCI’s Hounds of Prison Education (HOPE Hounds), is the only program of its kind in Maryland where incarcerated men take previously difficult shelter dogs and turn them into adoptable pets. That program has graduated 50 dogs, and is a staple of DPSCS’ restorative justice initiative Public Safety Works. Under his watch, RCI also developed faith-based behavior modification programs and other rehabilitation-focused efforts.
He was named Executive Director for the North Region of DPSCS, and then became Deputy Secretary for Operations in the fall of 2013.
Carroll Parrish, Deputy Secretary for Operations
Carroll Parrish is a 33-year veteran of corrections, who began his career with the Department of Public Safety and Correctional Services in June of 1986 working at the Maryland House of Correction as a Correctional Officer. During his 28 years with DPSCS, he has held multiple managerial and supervisory positions at six different institutions.
A Criminal Justice graduate of the University of Maryland who also holds a master’s degree in Rehabilitative Counseling from Coppin State University, Mr. Parrish began his correctional career in 1976. He has worked at all custody levels in both male and female facilities, including as custody manager of the old Herman L. Toulson Boot Camp. He is a certified trainer for the National Institute of Corrections, as well as a licensed Clinical Professional Counselor in the State of Maryland.
After working his way up through the system, Mr. Parrish earned promotions to Chief of Security and Assistant Warden at two of the oldest prisons in the nation: the Metropolitan Transition Center, known as the State Pen, and the now-closed House of Correction. He also worked at the Jessup Correctional Institution, one of the state’s newer prisons, and became warden of the Maryland Correctional Institution for Women (MCI-W), the state’s only women’s prison, in 2009.
At MCI-W, Warden Parrish has overseen and developed vast inmate programming and services, including substance abuse and behavior modification, various special needs units, as well as a wide array of re-entry services, skills training efforts, and work release programs.
He has experience in many DPSCS areas, from audits to education, and Maryland Correctional Enterprises operations to medical and mental health services.
Patricia Donovan, Deputy Secretary for Administration
Patricia Donovan has more than 25 years of experience in corporate and non-profit management, including in Human Resources. She spent three years on active duty in the United States Army, and 20 years in the Army Reserves, where she held roles including Company Commander and Inspector General, eventually attaining the rank of Major. She was awarded the Bronze Star for outstanding service for her role in Operations Desert Shield and Desert Storm, where she monitored the movements and conditions of motor transport for all group assets – including enemy prisoners of war – across main supply routes to the rear theater of operations.
During her career, Ms. Donovan has served in senior executive management positions across multiple industries. She has been both Director of Human Resources, and Chief Operating Officer for Community Renewal Team Incorporated, Connecticut’s largest social programming non-profit. There she handled everything from early childhood education to meals on wheels. Before that, she served as Vice President Talent Management for Berkshire Health Systems, a network of nursing and rehabilitative care facilities throughout Massachusetts, Pennsylvania, and Ohio.
Ms. Donovan has also served as Director of Logistics and in-county resources for EOD Technology Incorporated, a security and environmental services company specializing in remediation and disposal of unexploded munitions worldwide. She also held the position of Senior Vice President of Human Recourses for WebMD, which provides a range of information, transaction and technology solutions to consumers and providers through medical software, portal technology, and web-based technology. Most recently she has been serving as Executive Director for the Department of Public Safety and Correctional Services, managing personnel operations for more than 11,000 employees.
David Bezanson, Assistant Secretary for Capital Programs
David Bezanson, an alumnus of Towson University, came to the Department of Public Safety & Correctional Services in June 1991. He has spent more than 38 years managing large commercial and government construction projects. During Bezanson’s tenure with the Department, he has managed more than 700 million dollars worth of correctional construction projects. Those projects include the Baltimore Central Booking and Intake Center, the Maryland House of Correction - Annex, Western Correctional Institution and the construction of North Branch Correctional Institution near Cumberland. He has overseen the construction of over 10,000 new prison beds, some replacing antiquated/closed structures, throughout Maryland’s prison system. As Assistant Secretary for Capital Programs, he is currently overseeing the development and construction of the Youth Detention Center and the Women’s Detention Center in Baltimore City for the Division of Pretrial Detention and Services.
Before joining the Department, Mr. Bezanson achieved an impressive career in commercial real estate development. He served as a commercial real estate project manager, building shopping centers; held the position of Assistant Vice President at USF&G, responsible for real estate property and corporate facilities management and construction management for the national branch office system, and served as Vice President at McKenzie and Associates overseeing the development of suburban office buildings.
Rhea Harris, Assistant Secretary/Chief of Staff
Rhea Harris, a veteran of the Department of Public Safety and Correctional Services for nearly a decade, became the Assistant Secretary/Chief of Staff in 2012. Prior to this position, Ms. Harris served as the Director of the Office of Legislative Affairs.
As an Assistant Secretary/Chief of Staff, Ms. Harris supervises boards and commissions, the Inmate Grievance Office and the Administrative Remedy Process. She manages other projects at the Secretary’s direction and advises senior-level staff on policies, operations and systems designed to enhance the Department’s mission.
Prior to working for the Department, Ms. Harris served as the Maryland Public Affairs Manager for Washington Gas Light Company. She holds a J.D. from The Catholic University of America, an M.B.A. from the University of North Carolina at Greensboro and a B.S. in Industrial Engineering from North Carolina State University.
Wayne Webb, Operations Regional Executive Director –North
Wayne Webb, a veteran of the Department with 27 years on the job in Maryland, began his career as a correctional officer at the Maryland Correctional Training Center in 1986. As he moved up the ranks, Webb worked in many areas of the institution, including investigation, intelligence, and weapons squad, and as Commander of the Tactical Unit.
In 2008, he became Chief of Security, and then Facility Administrator of the Training Center’s Harold E. Donnell building. He then became Assistant Warden, then eventually Warden. From there he moved onto become Warden at the Maryland Correctional Institution, Hagerstown. Along the way, he received several commendations for his actions in the line of duty.
Director Webb’s time with the Department includes oversight of addictions treatment, cognitive programs, correctional education, re-entry and transitional services, and various Maryland Correctional Enterprises facilities. Having worked at two of the largest prisons in the system, he is also intimately familiar with complex security and custody best practices.
Mr. Webb holds a Bachelor of Arts degree in Criminal Justice of Administration from Mansfield University of Pennsylvania. After playing two years of Collegiate Baseball he was drafted by the Pittsburgh Pirates in 1982.
Wendell M. France, Operations Regional Executive Director - Central
Wendell M. France currently serves as the Regional Executive Director for the Central Region of the Maryland Department of Public Safety and Correctional Services’ Operations Division. The Regional Executive Director is responsible for managing five Corrections and Detention institutions and eleven Community Supervision offices within the region. The Central Region encompasses Baltimore City, Baltimore County and Carroll County.
Mr. France formerly served as the Commissioner for the Maryland Division of Pretrial Detention and Services, overseeing the operations for the Baltimore Central Booking and Intake Center, Pretrial Release Services Program, and the Baltimore City Detention Center with an average population of 3,900 detainees and processing over 80,000 arrestees a year.
Prior to this position, he served as the Assistant Commissioner for the Maryland Division of Correction – East Region. During his tenure with the Department of Public Safety and Correctional Services, he has also served as an Assistant Warden at the Baltimore Central Booking and Intake Center and as a Warden at the Maryland Reception Diagnostic and Classification Center and the Maryland House of Corrections.
Before joining the Maryland Department of Public Safety and Correctional Services, Mr. France’s was a member of the Baltimore Police Department for twenty seven years, rising through the ranks becoming a division commander before his retirement. Mr. France was also the Executive Director of the Citizen Complaint Authority, Cincinnati, Ohio, and served as a Consultant to the Civil Rights Division of the United States Department of Justice in connection with their pattern and practice Investigation of police misconduct in a number of jurisdictions.
He has earned his Bachelor of Science and Masters Degree from the Johns Hopkins University, Baltimore, Maryland. He serves as an Adjunct Faculty member at Coppin State University, Baltimore, Maryland.
Patricia A. Vale, Operations Regional Executive Director - South
Patricia A. Vale, Regional Executive Director, has over 36 years of experience in the field of community supervision. She began her career with the Department of Public Safety and Correctional Services as a Parole and Probation Agent in 1976 in Prince George’s County.
During her tenure Ms. Vale has held virtually every position in the former Division of Parole and Probation from Agent to Acting Director. As Field Supervisor I, she served as a trainer for risk needs assessments and reassessments. Later, she was a trainer for the Division’s Proactive Community Supervision initiative. She has held positions in both the Washington, D.C. metropolitan area, as well as, the Eastern Shore. As a Regional Administrator, Ms. Vale was responsible for field operations of the Eastern Shore and Harford County. Afterward, she over saw operations in the Washington, D.C. metropolitan area counties and southern Maryland where she was an advocate for the Cross Borders Initiative which provides resource and information sharing with Virginia and Washington, D.C. As the Executive Deputy Director and then Acting Director for the former Division of Parole and Probation, she provided leadership, management and strategic planning for 1,200 employees as well as 65,000 offenders on probation, parole and mandatory supervision, in addition to 300 individuals on home detention.
In late 2011 when the Department reorganized, Ms. Vale was appointed to the position of Regional Executive Director for the South Region of Operations where she oversees several correctional institutions and eighteen community supervision field offices composed of southern Maryland, the Eastern Shore and the D.C. metropolitan area.
Ms. Vale also serves as the Commissioner for the Interstate Commission for Adult Offender Supervision for the State of Maryland, is a member of the Maryland Correctional Training Commission, Maryland Drug and Alcohol Abuse Council and the Maryland Sexual Offender Advisory Board. She holds memberships in several professional organizations. She is a graduate of the University of Maryland and holds a B.A. in Criminology.
