Stephen T. Moyer, Secretary
Stephen T. Moyer is a born and bred Marylander. His father, the late Theodore “Ted” Moyer, was a retired State Police Major and former Harford County Sheriff and the younger Moyer knew from an early age that he wanted to follow in his footsteps.
Before joining the Department of Public Safety and Correctional Services, Secretary Moyer spent 24 years with the Maryland State Police (MSP), where he served as a deputy secretary and lieutenant colonel. He also served as commander of the internal affairs unit and commander of the executive protection unit, providing security and protection to the Governor, Lieutenant Governor, Comptroller, Treasurer and Attorney General.
He also served as the Deputy Secretary of the Maryland Department of Juvenile Justice under the late Bishop Robinson.
For five years, Moyer was Security Director for the University of Maryland Medical Center (UMMC) in Baltimore. He was then recruited to the Sarasota Police Department in Florida, where he served as Deputy Police Chief and Deputy Emergency Manager for the city.
Moyer, 54, earned a Master of Science Degree in Management (Police Executive Leadership Program) and a Bachelor of Science Degree in Biology from Towson University. He has graduated from two FBI training programs; Harvard University’s Counter Terrorism Leadership program; a Secret Service Dignitary protection program; and others. He maintains affiliation or membership in nearly a dozen law enforcement associations.
Secretary Moyer will focus on keeping safe all DPSCS employees and Maryland communities, and making sure our employees have the highest levels training and equipment needed for the job.
