Leadership Development Institute

The programs offered through the Executive and Leadership Development Unit of the Police and Correctional Training Commissions focuses on training for beginning, middle and senior level leaders of our Department.
  • The DPSCS Leadership Institute is an intensive 6-day program designed to provide middle and senior level leaders within DPSCS with the necessary knowledge, skills, and attitudes to be highly successful in their current positions and to prepare them for moving into higher-level positions. The program is based on the most recent leadership research and emphasizes the DPSCS mission in the development of leader competencies. Through extensive self-assessment, self-reflection, group discussions, small group activities, and peer coaching, participants learn the competencies needed to become exemplary leaders.
  • The Supervisor Academy is a ten-day program for those recently promoted to first line supervisors. The 70-hour training, scheduled over a three-month cycle, includes self-assessments, leadership inventories, current readings in management and activities for follow up in individual agencies.
  • The Administrator Academy is a ten-day program for those promoted into mid management positions. The 70-hour program includes 360 assessments based on the National Institute of Corrections competencies for managers, current readings in leadership and professional development plans. The more than 1,000 executives of Maryland's public safety community, face many of the same issues and problems as their counterparts in the private sectors -- recruitment and retention of quality employees, liability, doing more with fewer resources, decision making in a rapidly changing environment, the impact of technology, interaction with elected officials, and media.

The Maryland Police and Correctional Training Commissions' approach to establishing an leadership development program is unique. Staffing needs were originally met by the Maryland Executive Fellows Program which places experienced executives from the private sector in high level assignments with State government, full-time for one year. The Commissions' first Executive Fellow reported for duty on July 1, 1987 and began work on the Leadership Development Institute.

An Advisory Board, whose members include representatives from state and local public safety agencies, private industry, education, and staff, assists the Program Administrator in developing and facilitating programs.

To accomplish the goals of the Institute, a variety of programs and initiatives are developed, designed to stand alone or be utilized as part of a career ladder development process.

The Institute has formed numerous partnerships with institutions of higher learning, as well as with public and private industry, to make its programs both available and affordable for our customers.

Corrections for the 21st Century

is designed to provide correctional supervisors and administrators with a comprehensive overview of Leadership, Ethics & Moral Courage, Time Management, Interpersonal Communication Skills and Advanced Gangs training to effectively lead and manage their agency and personnel.

Senior Management Seminars
are a series of one to three day programs each covering various management topics and issues.

The Leadership Challenge Program
offers public safety executives the opportunity to interact with prominent authorities in diverse fields, such as business and industry, health, education, human services, technology, and others. This program enables participants to analyze critical issues beyond law enforcement and corrections, to forecast their impact, and to influence their communities as well as their agencies. This program received the Specialized Topic Award of Excellence in 1995 from the International Association of Correctional Training Personnel.

Leadership Challenge Mentors
have successfully completed a previous Leadership Challenge Program. They provide expertise and experience and serve as role models.

The Leadership Challenge Alumni Association is for Leadership Challenge graduates who meet as a group to continue their professional development.

Mid Management Training assists in the development of law enforcement and correctional mid-level managers through quality training programs that will help them to meet the challenges of their respective positions. This program received the Specialized Topic Award of Excellence in 2001 from the International Association of Correctional Training Personnel.

Chief Executive Officer Programs
provide Chiefs of Police, Sheriffs, Wardens and Directors with pertinent information to efficiently manage their respective public safety agency.

Career Track Certificate Program
is a professional development program specifically for public safety professionals. This program is designed for those who desire to upgrade their leadership skills in their occupational specialty and to enhance their overall performance. It's designed for optimum agency and individual customization. Agencies and/or individuals may select the particular career-track-courses they need. This process enables individuals to learn new skill sets at a personally controlled pace. Participants are offered a new and better way of learning through a structured yet flexible curriculum.

Leadership Seminars are a series of one to five day programs each covering a number of different topics such as Law Enforcement Officers Bill of Rights, Homicide Investigators' School, Internal Investigation, Leadership School, Workload Analysis & Resource Allocation, Leadership Styles, Managing Employee Conflict at Work, and others. Other initiatives such as the Awards for Management Excellence, a Fellowship Program, and Internships will be implemented in the near future.

The Institute has allowed public safety executives the opportunity to:
  • Participate in a number of quality programs at little or no cost.
  • Shape the future of their organizations by understanding how changes in the external environment will affect them while developing strategies for quality management in these changing times.
  • Develop a network of resources and contacts in the public and private sectors. It has also helped to enhance participants' self-esteem and public images.
All programs sponsored and\or co-sponsored by the Leadership Development Institute are evaluated by the participants. The average rating for our programs is 92% and the number of participants has increased.

Across the country, commanders of State and local public safety agencies request information on the Institute. Through the continuous improvement of these professionals they are better able to provide for the health, welfare, and safety of Maryland's citizens.

Over 5,000 individuals have participated in Institute programs. Representatives from over one half of the eligible agencies have attended at least one of the programs. Participation by additional agencies increases with each course and seminar.

Because the need is so great and the resources so scarce, the Institute is implemented over a five year period. During this time we can evaluate our progress and refine our plan, obtaining necessary financial resources, and establishing ourselves as an effective, quality provider of executive education.

The primary funding sources for the Institute are agency budget (33%), nominal registration fees (33%), and in-kind contributions and grants (33%). Sponsorship from organizations such as the Police Chiefs and Sheriffs Associations, the Correctional Administrators Associations and corporations has assisted in keeping costs at a minimum.

Funds from the Maryland Correctional Administrators Association (MCAA) have also been applied as match funds for a federal grant to provide Mid-Management Level Training for Corrections personnel. Match funds for a federal grant to provide an "Insight into Correctional Culture: Situational Leadership Program" were also provided by MCAA.

Funds from the Maryland Sheriffs Association and the Maryland Chiefs of Police Association allowed staff to develop and implement a Practical Management for Police Program that received 3 years of federal funding. This grant allowed us to train over 200 police supervisors and middle managers.

LDI AWARDS AND HONORS
In 1995, the Leadership Development Institute received the Specialized Topic Award of Excellence from the International Association of Correctional Training Personnel for The Leadership Challenge Program.
In October 1997, the Leadership Development Institute received the Award of Excellence for a Training System from the International Association of Correctional Training Personnel.
In 2001, the Leadership Development Institute received the Specialized Topic Award of Excellence from the International Association of Correctional Training Personnel for the Mid Management Program.
On November 2, 2003, the Leadership Development Institute received the Award of Excellence for Innovative Approaches from the International Association of Correctional Training Personnel for its Insight Into the Correctional Culture: Situational Leadership Program.
In January 2005, the Leadership Development Institute's Leadership Challenge Program was empowered to offer three (3) baccalaureate credits from Excelsior College.
In 2007, the Leadership Development Institute received the International Association of Correctional Training Personnel's Award of Excellence for a Training System for the Corrections for the 21st Century Program.

LDI - FUTURE
The Leadership Development Institute has formed numerous partnerships with various institutions and agencies and will continue to foster these relations to best accomplish the agency's mission, vision, and values and to better provide for the health, welfare and safety of Maryland's citizens now and into the future.
