Police Entry Level Training Program
Program Description
The PELTP is a 26 -week, 1040 hour course of instruction for members of small to medium-sized police agencies. The Police Academy curriculum incorporates community policing strategies with a strong emphasis on Scenario-Based Learning (SBL) activities throughout the training. The course serves officers from municipal police departments, county sheriffs’ offices, school and university police departments and home detention units WHO DO NOT HAVE AN ENTRY LEVEL TRAINNG PROGRAM . Instruction includes; Organizational principles and law; Patrol tactics; Traffic Laws and Enforcements; Criminal investigations; Emergency medical care; Radio Communications; Report writing and composition; Crime prevention; Crisis intervention; Protective strategies and tactics; Emergency vehicle operations, Prisoner processing and security; Courtroom preparation and testimony; Health and wellness; Terrorism and weapons of mass destruction and Police officer firearms training and qualification. Each week is devoted to the problem-solving process to practical police problems.
There are labs where students individually or in teams can develop skills such as interpersonal communication, leadership, evidence collection, Crime scene photography, fingerprinting, warrant applications, and relevant Federal, State, and Local Police topical issues that may present themselves during their time at the Academy.
An outstanding academic feature of the Training Commission’s PELTP is the opportunity for graduates to obtain 33 college credits from Community College of Baltimore County (CCBC). This entry level program was conceived and designed as an affordable and accessible alternative for those smaller municipalities of Maryland Law Enforcement that are seeking an academically-innovative and adult learning based approach to police recruit training.
Individuals must be employed by a Maryland Law Enforcement Agency to attend the MPCTC PEL.

Comparative Compliance Training Program
The Comparative Compliance Training Course is an abbreviated entrance level program designed for previously certified Maryland police officers who have been separated from law enforcement between 3 and 5 years, and non-Maryland officers who completed an acceptable entrance level academy in another state or through the federal government. Training topics include Maryland criminal and traffic law, juvenile law and procedures, advanced first aid, and entrance level firearms qualification. Attendees must be employed by a Maryland police agency and have received a waiver of entrance level training from The Police Training Commission.
Selection Standards for Provisional Officer Certification are located under COMAR Title 12, Subtitle 04, Chapter 01, Section .04. Final acceptance into the PELTP class will not be authorized by the MPCTC Police Academy Program Manager until a written letter or email is received from the Department/Agency Head or appointing authority certifying that the individual being enrolled has met all of the requirements of COMAR 12.04.01.04.
The Police Training Commission at its October 19, 2010 meeting granted permission to apply a physical fitness standard for entry level students who attend the MPCTC Police Entry Level Training Program.
The MPCTC has elected to apply the Cooper's Fitness Test as the functional assessment to qualify potential PELTP students. A minimum percentile score of 30 is required for acceptance into the PELTP class starting January 10, 2011.
On-Site Lodging
Single and double occupant dormitory style housing is available on site for a nominal fee.
Dormitory rooms include captains’ bed with drawer space, separate closet space, work desk
with lamp, telephone (local calls only), vanity and shower. Dormitory Lounge includes a

From Route 29: Take Route 29 to I-70 West. Exit at Rt.32 North (Exit 80). Continue north to
Raincliffe Road. Turn right on Raincliffe Road then left on Buttercup Road. Continue
approximately one mile on Buttercup Road. The Center is on the left.
From Route 695 (Baltimore Beltway): Take Randallstown Exit #18 Liberty Road. Continue on
Liberty Road to Route 32. Turn Left on Route 32 and continue south to Raincliffe Road. Turn left
on Raincliffe Road then left on Buttercup Road. Continue approximately one mile on Buttercup
Road. The Center is on the left.

Take Frederick Exit #17 to I-70 West. Exit at Rt.32 North (Exit 80). Continue north to Raincliffe
