Office of Grants, Policy and Statistics

The Office of Grants, Policy and Statistics (OGPS) facilitates and coordinates Department-wide programs and activities related to: strategic planning and performance management, data analysis, and policy and regulatory development. 
Under the authority of the Assistant Secretary – Chief of Staff and the leadership of the Executive Director, OGPS is comprised of two units:

Planning and Statistics, whose responsibilities include:

• Coordination and oversight of the strategic planning process for the Department, including Managing for Results (MFR) and StateStat
• Data programming and analysis necessary to design and produce statistical reports and summaries for administrative and operational purposes
• Developing offender population projections related to capital project planning and budgeting

Policy and Regulations, whose responsibilities include:

• Oversight of the Department’s centralized policy development system, including facilitating electronic access to Department and agency policy and procedures
• In cooperation with agency heads, developing and maintaining Department Directives

Developing and promulgating Department Code of Maryland Regulations (COMAR)
