Carolyn Scruggs Installed as Warden at Baltimore Central Booking


September 27, 2011 - There were a sharp Division of Pretrial Detention and Services Honor Guard; dozens of Department of Public Safety and Correctional Services (DPSCS) leaders; more than a hundred correctional officers in uniform; and many outside guests from law enforcement, Baltimore City Police, the state’s attorney’s office, the public defender, and the community. But for the woman being sworn-in as warden of the Baltimore Central Booking and Intake Center, the best part was that her 96-year old grandmother was there to see her installed.


Carolyn Scruggs officially became the warden of one of the nation’s busiest booking facilities on September 27, an ascension that was particularly meaningful to her since Central Booking, which she now runs, is the place where she began her DPSCS career in 1995.

Warden Scruggs started out in criminal justice as a District Court Commissioner in Baltimore City, moving to Central Booking the day it opened. She quickly rose through the ranks, and eventually became an expert in a variety of criminal justice processes, from fingerprinting and identification to warrant processing.

Ms. Scruggs, who graduated from Baltimore’s Western High School at age 16, holds a B.A. in Political Science from Towson and a Master of Arts in Criminal Justice Administration from Coppin State. She also holds a number of certificates from the FBI, the Maryland Correctional Training Commission, and various law enforcement agencies.

Warden Scruggs is the sixth leader of the busy Central Booking, succeeding Naomi Williams, who retired earlier this year. She will lead a staff of more than 500 in a facility which last year processed nearly 60,000 arrestees. Central Booking, along with the Baltimore City Detention Center, is part of the Maryland Division of Pretrial Detention and Services under Commissioner Wendell France.
