ANNAPOLIS Increasing staffing levels at prisons and enhancing penalties for inmates who smuggle cellphones into correctional facilities are two of the top ideas that came out of a joint commission comprised of state lawmakers that investigated safety and security at state prisons in 2013, a local lawmaker said.

The commission was set up after the federal indictments of 44 people, including 27 correctional officers, in a contraband scandal at the Baltimore City Detention Center last year.
