Change of Leadership Ceremony at one of Maryland’s Largest Prisons
TOWSON, MD (October 21, 2011) – New Warden Wayne Webb, who recently assumed leadership of the Maryland Correctional Training Center (MCTC) will be honored Wednesday, October 26. He takes over from Kenneth Horning, warden from March 2007 to February 2011.
A 10 a.m. Division of Correction Change of Leadership ceremony will honor both men. DOC Commissioner J. Michael Stouffer and Assistant Commissioner Jon Galley, both former MCTC Wardens, will speak. A regional DOC Honor Guard will present and post the colors. The wardens’ family, friends and colleagues from across the state are invited.

Department of Public Safety and Correctional Services Secretary Gary D. Maynard, who has a military background, instituted the Change of Leadership ceremonies honoring new Wardens when he took over the department.
Webb has worked at MCTC since 1987, first as a correctional officer before moving up the ranks to Sergeant, Lieutenant and Captain. He also served as the facility’s Security Chief, the Facility Administrator of MCTC’s pre-release unit and as Assistant Warden.
MCTC, located south of Hagerstown on Roxbury Road, has an inmate population of approximately 2,930 and employs about 610 people. Housing pre-release through medium-security inmates, MCTC is known for providing a vast array of workforce development, occupational skills training and education classes to the population to prepare them for reentry. The institution also offers employment in Maryland Correctional Enterprises plants, participation in drug treatment and cognitive programs, as well as being the hub for Public Safety Works crews in the area.
