DPSCS Central Home Detention Unit Walkoff Offender Returned to Custody Kevin Doy

09/11/12 UPDATE: The offender is back in custody at the Baltimore City Detention Center as of Tuesday, Sept. 11, 2012.

Last Seen: The Central Home Detention Unit at about 11 a.m. on Monday, Sept. 10 received notification that a transmitter was out of range. Officers who responded to the offender’s approved residence could not locate the offender. The offender was declared a walkoff at about 12 p.m.

Home Detention is a program for offenders nearing the end of their sentence who by background and institutional adjustment, are able to live in the community with minimum risk to public safety. Offenders participating in home detention wear electronic monitoring anklets and reside in pre-approved private residences. The inmates on the program are only permitted outside of their approved residence for employment, religious purposes and community sponsored programs aimed at reentry back into the community.
