When the offender did not return by 12:30 a.m. on Friday, April 12 (with an hour and a half allowed for travel time), Baltimore Pre-Release Unit (BPRU) staff attempted to contact the employer but were unable to do so. The offender was declared a walkoff.

Work-release is a conditional release for offenders nearing the end of their sentence where they are employed, or searching for employment, at an unsupervised location and return to a correctional facility outside working hours.

BPRU is a dormitory style pre-release facility without a secure perimeter. Inmates there are low-risk, minimum security inmates nearing the end of their sentence.
