About This Dashboard

This Dashboard presents the county-level impact of DPSCS releases. Each year, there are thousands of releases from DPSCS custody, both to other correctional facilities and to the community. This dashboard displays the number of individuals released back into each county based on home plans completed as part of the reentry process and their relative impact as part of the local population. State corrections represent only part of the reentry impact to each community, and some counties partner with DPSCS to bring individuals back sooner, to begin working within their communities pre-release, to be closer to their families, and to complete programming within their community system before release. The dashboard contains projected releases based on home plan completion, and does necessarily represent the number of individuals already released.

How to Use this Dashboard

Filters Selecting a filter will cross-filter across the entire dashboard. This format allows for a deeper understanding of trends by the filter selected. You can also select multiple filters for a further breakdown of data elements. You can also select multiple options within a filter.

Hover Pausing over a data point on a chart may reveal additional breakdowns for that data point.

Click All figures in the dashboard are interactive with one another, and once clicked on, will cross-filter with other measures. When a data point is selected, its color will be darker, and other data points will appear faded.

Double-click Selecting the same section or item twice will clear your selection and return the data to an overall perspective.

Data Dictionary

  • Home Plan: Home plans refer to part of case planning where incarcerated individuals provide a residence address that they plan to return to after release, often their home or a family home; this address is subject to change. Home plans are formed by case management staff during the reentry process as a cornerstone of facility transfer and program placement. Providing assistance with home planning, family mediation, and coordinating necessary resources within the planned county of residence are all key components of standard reentry planning, which seeks to improve reentry success, combat homelessness, and ensure a safe and smooth reintegration into the community.
  • Local Reentry Agreement: Select counties have entered into agreements with DPSCS to take custody of state sentenced incarcerated individuals for the last year of their incarceration, based on their home plan or sentencing jurisdiction. This connects incarcerated individuals with local reentry resources, workforce development opportunities within their own communities, and improves family ties prior to release.
  • Community Release: These numbers reflect only those releases that resulted in an individual’s planned return to the community. Releases from DPSCS custody that do not impact community safety were omitted, such as transfers from one correctional custody to another and death.

Fiscal Year: Maryland state agencies operate on the state fiscal year, which begins on July 1 and ends on the following June 30th.
